Making an In-Person Public Comment at An Upcoming Council Meeting

Council welcomes public comments at each regularly scheduled Monday evening Council meeting. 

If you are interested in speaking at a Cleveland City Council, please read the revised rules and procedures for public comments and fill out the online form below. 

Submitting a Registration to Speak

Anyone who is interested in addressing Cleveland City Council at a public meeting must register with City Council prior to that meeting.

Registrations may be submitted:

  • By using the online form below
  • In person at Cleveland City Hall, Room 220, 601 Lakeside Avenue NE. Paper forms are available to register.
  • By downloading this form, filling it out, and emailing it to publiccomment@clevelandcitycouncil.gov or dropping it off at Council offices.

Registration Periods

Registrations will ONLY be accepted between Noon on Wednesday and 2:00 pm on the same day as a regularly scheduled Monday evening Council Meeting.

Council allows no more than 10 people to comment at its regularly scheduled Monday night meetings. Registration will close as soon as the first 10 people sign up. Each registrant will be allotted 3 minutes to speak.

Registrations will only be accepted for making comments at the next regular meeting; registrations for any future meeting will not be accepted until the Wednesday before the meeting. Early, incomplete, or false registrations will be rejected.

If your registration is successful, you will be notified by email or phone.

If you need assistance due to a language barrier or disability, please let us know at least three (3) days in advance by going here to make a request.

Attending Council Meetings

Cleveland City Council meetings are held in the Council Chamber on the second floor of Cleveland City Hall, 601 Lakeside Avenue, East.

Visitors may park for free at the upper lot behind City Hall after 5:00 pm on days when Council is meeting.

Decorum

Cleveland City Council must maintain orderly, efficient, and productive meetings to ensure the important business of city government is completed. Council has developed a set of rules and procedures that allow the public to be heard in a fair and orderly manner. These rules and procedures apply to all speakers, and Council does not discriminate based on the speaker's identity or viewpoint or the content of the speech. Please read Council's revised rules and procedures for public comments before you register and before you appear before City Council.

Please note: Anyone attending a Cleveland City Council meeting is prohibited from engaging in any action or behavior that substantially interrupts, delays, or disturbs the due conduct of the proceedings of the Council; such conduct includes but is not limited to: handclapping, stomping of feet, whistling, making other loud noises, yelling, or similar demonstrations.  Any person who violates any of the above may be immediately removed from the Council Chamber.

Rules for Speakers
  • Speakers may not yield their time to other speakers.
  • Speakers shall only address the topic they registered to speak about.
  • Speakers' comments shall not be frivolous or repetitive.
  • Speakers shall not use language that is obscene or likely to produce imminent unlawful action. 
  • Speakers shall address all comments to the presiding officer.

Shame on the mayor and his people for not condemning Israel. They are intentionally committing war crimes and murdering innocent people. The city needs to apologize to the Cleveland residents for supporting genocide. What is happening is no war, it is genocide, it is ethnic cleansing. By their own admission, Israel is committing war crimes. They declared their intention to force, through the tragic military bombardment, more than 1 million Palestinians from their homes and Northern Gaza and ethnically cleanse them. A crime against humanity. They stated publicly and have donors in front of the eyes of the world the intention to deny 2.2 million people water, electricity, medicine, life saving equipment. And every minute children are being slaughtered by the artillery, by the relentless bombardment of residential complexes, of hospitals, of schools, of civilian infrastructure. We have Jewish people here in America, in Ohio, or in Canada and even in Israel calling it a genocide. Scholars and academics calling this genocidal. Before October 7th, Netanyahu appeared in front of UN General Assembly with a map of Israel that had removed all references to Palestine. A clear declaration of intent to destroy the Palestinian people and steal all of their land.

Our government’s ‘unwavering’ support of Israel’s war crimes is absolutely disgusting. The IDF has collectively punished the entire population of the Gaza Strip (which by the way is about 50% CHILDREN) instead of sending in special forces to retrieve the hostages which is what they are claiming this collective punishment is all about. I have been TRYING to work with Famicos to position a family in a home that is suppose to belong to the young lady that I am working with. She currently has no heat and the lights are off. She has been putting monies in a house that raised donation money.
I would like help with a homeless family. I would like to fix their house up with the donated funds and become a project manager till its done. I will also donate funds.

Blaine Griffin / Mayor Bibb's Comments on Israel
I saw one negative commenter regarding Councilperson Griffin/Mayor Bibb's condemnation of the brutal Hamas attack that occurred on October 7. As a proud Member of the Cleveland Jewish Community, I want to thank Cleveland leadership for standing with people of Israel and Jewish People in condemning Hamas's attack. When Clevelanders, including those with a history anti-Semitic rhetoric and activity, like Mr. Zurub make vitriolic and pointed comments at members of Cleveland leadership for simply condemning murder and rape, it does not speak for the majority of Cleveland residents.

Announcement of our emerging presence of the United Nations association-USA Greater Cleveland Chapter
We have been selected to open a "NEW" Chapter of the United Nations association-USA in the Greater Cleveland region. We started to assemble and build our "New" Chapter near the end of August 2023. Several Council members know of my many years of community work throughout Cleveland and beyond.
Our ambition is to work with existing individuals and organizations throughout the Greater Cleveland area from the many baseline resources of the United Nations beginning with the platform of the United Nations Sustainable Development Goals (SDGs).
We have been interacting with the city of Cleveland's Sustainable Development Department and many others with an agenda or ambition to someday have our home city and region recognized as a "World Class City" by the United Nations.
We wish to have the City of Cleveland as an official Member of the Cleveland Chapter. It would be Fantastic if the Mayor's office and the City Council were official members of the UNA-USA Cleveland Chapter.
We wish to simply ANNOUNCE the presence of the UNA-USA Greater Cleveland Chapter and INVITE all to join us. (Yes, there is a small membership fee required)
