Councilmember Jenny Spencer Gives Roadmap to New Members

Dec 03, 2025

Cleveland City Councilmember Jenny Spencer is pleased to release a Transition Memo for the three newly elected members who will represent parts of her former Ward 15. The Memo contains a Master section, as well as separate sections specific to each of the new Wards 7, 11 and 12.

“I’d like to congratulate Austin Davis, Nikki Hudson and Tanmay Shah on their election to Cleveland City Council,” says Councilmember Spencer. “It’s a priority for me to offer these new members support and to smooth their transition in any way.”

In addition to serving as reference material for new members, the goal for the document is to assist incoming Executive Assistants as well.

“In reflecting on my Council service, it’s profound to note the many projects and initiatives in which Council members become involved,” says Councilmember Spencer. “From community-based, quality of life issues to navigating City Hall, my goal is to pass along lessons learned and best practices.”

Councilmember Spencer will also make herself available to incoming members for conversations about any and all other aspects of Council service – whether the budget process or pending legislation.

In the spirit of transparency, Spencer is releasing the Transition Memo to the public for those who may wish to learn more about Council roles and responsibilities. The document is not fully comprehensive, but it is intentionally in a Google Doc format so that additions and updates can be made over time, as needed.

“I acknowledge that these are tough jobs, and I’m grateful to these talented new leaders for stepping up for their communities,” concludes Councilmember Spencer. “While each new member will make their mark and lead in their own way, I hope this nuts-and-bolts guide will smooth the transition process for both members and staff.”
