Each year, the Mayor and the City Council of the City of Cleveland are required to develop and approve a budget for the following year.

The Mayor must submit his draft budget to the Cleveland City Council by February 1 each year. On the Tuesday after Presidents' Day, City Council begins a series of hearings where it can review, refine, and revise the budget. City Council must approve the annual budget by April 1.

Mayor Bibb transmitted his draft budget for 2026 to City Council prior to February 1, 2026. His draft budget is an estimate of receipts and expenditures for all City departments and divisions, representing a General Fund operating budget of $920 million and a total citywide budget of $2.34 billion.

Cleveland City Council’s 2026 Budget Hearings began on Tuesday, February 17, 2026, and will continue on weekdays at least through Tuesday, February 24. Please note that hearings may extend beyond this schedule.

Hearings will begin each day at 9:00 a.m. and may be viewed on Cleveland City Council's YouTube page and on TV20.
